Do marriage witnesses have to be upright or practicing?

Question: Regarding the quesion about validity of a nikah, the second condition you stated was "two male witnesses, or a muslim male and two muslim females". Does it make a difference if these are practicing muslims? For example, if when asked what religion they follow they say Islam, however do not pray, fast, etc. In short, does level of iman vaidate/invalidate their being a witness to any islamic shariah related situation?

In regards to marriage, it is not a condition that the witnesses be upright, insofar as the validity of the marriage is considered. [Qudri Basha, al-Ahkam; Ibn Abidin, Radd al-Muhtar]
